In practical terms, what are the implications of this timeline and splitting things into two phases?

I think it mainly gives the committee time to focus on the different specifics instead of trying to do everything at the same time and not doing it well, which has been an issue before. It also draws it out more, but at least now there seems to be an actual timeline.
