Austin's "Dysfunctional" Land Development Code

In an article on Medium, City Council members Delia Garza, Sabino “Pio” Renteria, Gregorio Casar, and Jimmy Flannigan wrote about the need to fix the broken land development code in Austin. Among other points, they stated:

In years past, the more politically organized and affluent segments of Austin were better positioned to protect their own interests and push development into someone else’s backyard.

FANs have called for bold steps in CodeNEXT to enable the full diversity of people to live throughout all our neighborhoods.

Does the proposed new code deliver, or does it appease the very forces that the four City Council members mentioned?
